Community Trust Fund (CTF) is a non-government, non-political and non-religious civil service institution working in Sri Lanka that focuses on the immediate and chronic needs of communities. We assess each community to determine their most urgent needs and develop programs to address them.

Community Trust Fund (CTF) is a non-government, non-political and non-religious civil service institution working in Sri Lanka for the vulnerable/marginalized economically poor, internally displaced and victimized people of war, religious and ethnic minorities to improve their basic facilities for a peaceful life through participatory community-oriented rehabilitation and development, human rights and humanitarian activities.
In 1990 when the civil war in Sri Lanka was highly intensified resulting the emergence of large number of internally displaced persons (IDPs) of all communities which caused larger level of violations with regard to human rights and fundamental rights, hunger, unemployment, loss of education and human dignity, political killings and abductions, gender based violations and the exploitation and abuses of the rights of the children, the need of a community based organization of this nature was felt with immediate effect.
Then, came the Community Trust Fund (CTF) into the existence initially with the work of advocacy for these people by some like-minded people and subsequently registered formally with the Ministry of Social Services in December 1993 as a voice for the voiceless, war/conflict affected and marginalized people of Sri Lanka.
