The Community Trust Fund (CTF) is a non-governmental, non-political, and non-religious civil society organization working in Sri Lanka to support vulnerable and marginalized communities. Our work focuses on economically disadvantaged families, internally displaced persons (IDPs), war-affected populations, and religious and ethnic minorities who face social, economic, and human rights challenges.

CTF was founded in response to the humanitarian crisis that emerged during the intensification of Sri Lanka’s civil war in the early 1990s. Large-scale displacement, loss of livelihoods, disruption of education, and widespread violations of human and fundamental rights created an urgent need for a community-based organization that could represent and support affected populations. What began as a collective effort by concerned individuals advocating for displaced and marginalized communities was formally registered in December 1993 with the Ministry of Social Services as the Community Trust Fund.

Since its establishment, CTF has served as a voice for the voiceless, working closely with communities to restore dignity, rebuild trust, and promote peaceful coexistence. We adopt a participatory and rights-based approach that empowers communities to identify their own needs and actively engage in solutions. Our programs integrate community development, peacebuilding, human rights advocacy, and humanitarian assistance to create sustainable and inclusive outcomes.

Through strong grassroots networks, community committees, and dedicated volunteers, CTF continues to foster social justice, ethnic harmony, and resilience among communities affected by conflict and displacement. Our commitment remains rooted in the belief that lasting peace and development can only be achieved when communities are empowered, rights are respected, and dignity is upheld for all.
